Change to layout Options

I'm having more HTML problems. GRR - anyways, I was wondering where & what I put in to change my scroll bar information. I've been having trouble getting it to work. Here's my code:

yeah, I think you helped me with it before but then my computer Crashed.

I just want to know how to change the track color & things like that.

okay but where do I add it? Cause I thought it went right beneath backround information but it isn't changing.
