Scrollbar question..., why aren't they the same size?

Hi...

I recently added side-by-side fieldset content boxes with scrollbars into my profile. After inserting the code into my profile, I noticed that the height of the scroll face is different on both of the boxes.

Here is my code (I think there may be some mistakes in it. This code was something I had a hard time finding and I kind of had to improvise with my very limited HTML knowledge. I tried to tighten it up a little bit, but everytime I did, it messed up the position of my navigtion bar):
