sorry if this is in the wrong toppic but i was wondering how to make something similar to this banner http://kiyoshi.kh2-media.net/main.php the collage of images in the back are changed in color to a light blue grayish how do i change the color of an image to look similar to this and add the glowing effect?

Okay, so you create a new layer.
You fill it with the color you want.
Then you set the layer to color.

Oh and um what glowing efect?

were do i set leayer to color?
and wont outer glow just make edges glow

There's a little drop down box on the top. It should say "Normal" right now.

For the glow, I would just brush over it, lower opacity, then make it glow. I don't know...see if someone else has another suggestion.
