I wanted to know how these designs were made; any help is appreciated.

Create the base design. Use filter and stuff to give you that wavery, abstract look and find a good smoke/abstract tutorial. There are several for both programs in the tutorials section. Then, go crazy with duplicating and flipping. That'll create the darker/lighter areas you see. Use different layer styles too!
