Okay, let's call my friend Kelly.
Kelly likes this guy, let's call him Joe. Last year, Joe liked Kelly, but Kelly didn't like Joe. This year, Kelly likes Joe, but Joe likes some other girl, let's call her Betty. What do you think would happen if Kelly professed her love to Joe? Kelly isn't sure whether or not Betty knows that Joe likes her. |

I'm not sure how big of a chance Kelly has
 Seeing as Joe likes another girl....Howeverrrrr that doesn't mean he doesn't still like her. So... tell Kelly to go for it. Better profess before Joe loses all his feelings for her. |

Kelly can be naive enough to go for it and learn from this experience. OR keep this a secret and she can lose interest in him.

Kelly should come clean to Joe. Maybe a part of him still likes her, trying can't hurt. Who cares if Joe likes Betty? Whether Betty knows or not, she isn't taking a chance with Joe, Kelly might as well take it for her.
Two things along the lines of the following can happen, Joe can be like, "sorry, I don't like you anymore" or he could be like, "that's great, let's go out sometime." She'll never know if she doesn't try. If Joe doesn't like her, at least she'll know and can move on. If he does still like her, hooray! |

Perhaps Kelly should get closer to Joe first. If she just came out of the blue, it would appear ackward. But this is merely my opinion though.
