so i have tried vectoring before but i didnt know how to use the pen tool so i used the lasso...
they ended up (in my opinion)
but im gonna try to do a true vector using the pen tool
so i got shapes drawn ...
but how do i put color in?

If you're using the pen tool and have a closed path and everything, you can just right-click>fill path. Check the Big Book of Resources in this forum, I'm pretty sure there are some really good vector/vexel tutorials as well that might help.

^ That is correct..

But, I'd practice awhile with the pen tool. Learn the feel for it, and then start vector/vexeling-ing.

im different lol i make a closed shape with the pen tool, then i right click>make selection>then feather about 0.5-1

after that [in the layers palette] theres a half black/white circle [next to the new layer button] i click that > solid color> then i chose the color i think fits

i like that way cuz then you can change the color whever you want without hassle =) w/e works best for you tho
