Scroll bar within Divs., Aligning Options

I'm just curious if there's a way to align a div scroll bar to the left side, I found a code but it doesnt seem to work.

Another thing is that I tried using CSS to work the scroll bar's colors, but even the, what seems to be, original scroll bar (the one on the full right), doesn't seem to cooperate with the CSS coding.
