2)click how do you get the picture of Hilary Duff to look like that? colorization?

3)click how do you get that glow outside of Piglet?

4)click where can i get a brush thats a rainbow like that?

I know people hate it when we do this, but I'm going to link you to the big book of resources:
http://www.createblog.com/forums/index.php?showtopic=14636

Maybe you won't find your brushes there, but you'll get a GIANT list of brushes and by the time you download all the amazing ones you come across you won't feel like you need a certain brush to make something good.

However, if you want those brushes, why don't you PM the people who made the images? Just be like "Hey, I really like your signature, would you mind telling me where you got that brush?" Most people would be flattered and more than willing to tell you.

--------

And the glow:

- Make sure the object has transparency all the way around it. (erase the stuff around the edges and it needs to be in its own layer)
- Layer > Layer Style > Outer Glow
- Choose whatever color you want. Move the box so you can see the preview on the picture.
- Mess with the "mode" (the drop down box that says screen by default) until you get the right color.
- With Contour, click the arrow and change it until you get the glow that's spaced out from the object.

The spikey brush i think is the sunbrust effect.
