Open a picture in whatever program (if paint) just like use any tool and cover up part of the picture wiht black?
what exactly do you mean. |

photoshop
1st layer is the picture 2nd layer is black (put on top of the 1st layer) click on the 2nd layer click the eraser tool and then erase. |
