Comment Box in a seperate Frame Options

Hey there, this might sound a tad confusing so ill try to make it as clear as possible. I made a layout and it covers the original Comment box, I was hoping I can get some help on how to replace the comment box above the layout as a seperate template maybe? Heres the code for my layout, and underneath the comment box is where I want my comments to be displayed after someone comments me. Thanks
