There is a specific tutorial but its for photoshop. You put images and text on it. Im not sure if you have the index color feature w/ psp but usually when you open those files you might have to change the file from index color to rgb. Otherwise do what you want. You might want to stick w/ transparent ones.

are there any tutorials 4 psp? and how do u change it into a rgb?

i use those templates to make affiliate buttons on my xanga.i use photoshop and animation shop,and i animate them also.dont double post ;x..not sure how to do the rgb...unless you make a new document and change it from there.

I said it might not work w/ psp. As long as you can add color brushes & color text you don't have to change it to rgb.

First check.. IF you can write text on it in any color than black then you don't even need to worry about rgb.

i cant do that with the transparent one. it turns all black when i open it.

There isn't such a thing on PSP. You just make it 16million color, which is the equivalent.
(Image ->Increase Color Depth -> 16 million colors)

As for how to use them, paste them on a new document, fill in the areas that you want trasparent (don't ask, just do) with a bright color.
Then, paste the resized image (Same width, larger height.) onto your document and pull it under the template layer.
Now, make sure the parts of the template you want transparent AREN'T TRANSPARENT, but solid and the parts you want solid are transparent. Got that? Good.
Merge the layers, then use the Magic Wand tool to select&delete the parts you wanted transparent. (See why we made then solid now?) Add text/animation and you're done!
