yugioh effect, applying it in Photoshop

EXAMPLE:


I'm talking about the diagonal glittery line effect. I think it's very pretty and I would like to apply that to one of my images. One question. How can this be achieved? Is there a texture for this type of effect? Like combining dashed lines with a dots texture? I know there's always that sketch effect filter thing, but it's not the type of effect I'm looking for.

It's normally just foil and a special ink. that's why it only shows up properly in prints and photos, and not scans.

Oh. i'm trying to find out if there's a way to do this type of style in Photoshop though.
