I'd appreciate help with an effect to make an image look like it's being viewed from a bad quality TV.

Add Noise filter probably. Interlacer or Rasterizer would be other things.
Or take it on a cheap video camera. |

For Photoshop it's...
Filter -> Noise -> Add Noise. Filter -> Video -> De-Interlace ---- You can also use the "Custom" filter and tweak it until you get what you want. |
