Umm, to me, that text looks like its layer style is on "overlay" with a border, maybe lowered opacity to about 80-85%. Sometimes they (as in layer styles) give the effect that it's sorta transparent-ish, but it really depends on the text and the image. You can tell it's different 'cause if the text was just white and lowered opacity, you could tell that it's a faded white colour. If it's overlay, you can't tell what colour the text actually is, usually, depending on the image.
