There's a white M.A.C. Pro chromacake. It's supposed to be matte and opaque.

What is your price range? I saw the packaging and it's pretty big, (so the price isn't as bad) but I'm guessing you don't really need THAT much. XD.gif

NYX has a purewhite shadestick. And they're pretty cheap too, like a few dollars.

(and actually more pigmented then mac shadesticks (;)

Since halloween is coming you can probably find some of those face palettes with a purewhite as well.

If regular white face paint is to shiny for you when your finished putting it on blow baby powder on it so it's matte. That's probably the cheapest way especially if you are planning on covering your whole face, or any large area.

You can probably very easily find some white clown makeup either in a party supply store or even the drugstore, since Halloween is approaching. It's usually quite cheap. Set with a translucent powder or matte white shadow if you want a very opaque look. Or like Abbey said, baby powder will work too.
