horiz. scrollbar + other Options

I made a new xanga layout and I want to submit it after I fix a few things, but I'm not sure how to fix them. I have a horizontal scrollbar and I've tried to get rid of it, but failed. And also the bolded and underlined words have the dotted lines on the bottom of them and when I try to take out the whole part about bolding/italics/underlining in the code, the links change too for some reason. Also, on Mozilla, the bolded words aren't underlined and in Internet Explorer they are with the dotted lines as well and they aren't bolded. If you could help me I'd really appreciate it. the reason it says FF C0 CB is because that's a color i was trying to use and when it's typed with spaces it obviously doesn't work, but when I remove the spaces, the links change again. (When i say links change I mean that there ends up being more space between the letters.) Sorry if this is all confusing, PM me or IM me (m1ssxchr1ssy) if I need to explain it better.
