HECK YES. a girl would care if somebody was looking up their skirt. She should really like tie her shoe in a different way or something. I don't really wear skirts, only when it's really hot.

Well, no offense to you, but it only takes a tiny bit of common sense to answer your question. Girls DON'T like having guys look up their skirts, because it's just rude. No self-respecting girl wants people looking at her like that. You might suggest to your friend that she kneel to tie her shows, or get someone to tie them for her...
