You know how in Jasc Paint Shop Pro there's an option called "edge preserving smooth" right? Well, I can't seem to find this option in adobe....is it there? If so where or is it named differently?

it made the image look sort of clearer, i found out how to do it in one of the blending tutorials, and it helped with some images. i guess it sorta made images look like better quality.

Edge Preserving smooth, actually makes your pictures smoother. And it makes it look very artsy and all that jazz. But, in Adobe Photoshop (depending on what you have), the "edge preserving smooth" there, would be smart blur.
