i do believe if you have enough oil on your hands, and scratch yourself there, it is possible for the skin there to clog and start making love with germs.

Umm, its possible to get acne anywhere, but I don't think its what your asking. I think what you may be talking about are the small cysts, they are pretty common, not much you can do about them. They usually appear as white heads, but are not. Don't try and use acne medicine either, it will only annoy them. There is really no point in trying to remove them, they will eventually go away.
