well my friend told me that hilary duff and usher are a "couple". i but i dotn really belive her so i want to know from you guys, is it true!??! my friend read it in a magizine and she said she heard it on trl too. but if they are i think usher is a bit too desperate

If you're talking about statutory rape laws .... then no ... it's not illegal

You're considered a minor if you're younger than 18 .... but if the difference of age between you and your "partner" is (I believe) 4 years ... then it is perfectly legal.
