Sparkly star title bars on your modules, ..can it be done without an entire skin? Options

she how the titles to her modules have those sparkly stars around them??? how would i go about putting that on mine if i dont want the whole skin?

that code should work check if u have mightly deletd some letters of the code or mayb u put it in the wrong box
