i got psp9 and i want to know how to make the pink glowing thing around the word
(sorry i can't really discribe it) heres the picture

looks like an outer glow from photoshop. Right click the layer. Go to blending option --> Outer glow and choose your color.

type your text rasterize it than duplicate your layer, gaussian blur it then on your layers palette drag the blurred text layer down and press ctrl-shift-E

Effects > Blur > Gaussian Blur
I'm not quite sure about rasterizing. Is that even possible on Paint Shop Pro? You can drop shadow it and set the effects to be all around the text, Effects > Drop Shadow |
