if you use animation shop for psp, there is a custom animation that makes that automatically.

Make a layer on top of the picture you want, then fill it with black. Go to Filter -> Noise -> Add Noise, amount: 15%, gaussian, monochromatic. Then do a motion blur at 90 degrees and 30 px. Set that layer to screen, and you should get a similar effect.
(Don't ask. I took it from a tutorial.) (And... That's for stationary lines.) |

That's what I was trying to do.
The thing I was editing wasn't working to good though. Wouldn't you just repeat the step for every move though? |
