Um...for home toilets, yes, completely. For pubic toilets, I place toilet paper on the whole thing before sitting completely on it.

it all depends where I am and if they have the toilet seat covers. in public I dont sit all the way but close enough and at home I sit...cause I clean it so I know my toilet is a clean place.

If I sit completely on it I absolutely must wipe down the seat with toilet paper and what not. And maybe lay down some toilet paper to protect myself...haha. Most of the time I just "hover"...lol.

well in pubic restrooms I do but before I sit I put that wax paper thingy on the toilet seat.. I usually put about 3 sheets.. but if there aren't any I would just use toilet paper.
