i'd have to disagree with that because sometimes they cheat once but then they don't cheat no more after that....

If you cheat once, then you run the risk of being labeled as a "cheater". But if you learn from your mistake, and never ever cheat again, that label is still going to stick. So even if you do change, people will never forget. It's most likely that they won't believe you changed. But eh. Make mistakes, learn from them, and earn people's trust again. It's the circle of life. *Shrugs.*
