If you can make patterns in PSP8, make a 10px x 10px document, draw a backwards L, save it as a pattern, and then paint it on the image that you want the effect.
I only have photoshop so I'm not much help.

I think those are brushes. Try searching Google.com > paint shop pro grid brushes
If you want just a grid Effects > Mosaic Tiles, and you have to set your numbers to something but I'm not sure what..=/ |
