so this guy tells me that his friend likes me and wants to know what i think about him. i personally think he's ... not my type, so i tell the guy to tell his friend that "i'm not into white guys".

my friends all tell me i'm mean for saying that... but its kinda true. i don't think its mean... do you?

That is not mean at all. Its better to tell the truth than leading him on by saying that you think he is cute or whatever. I love white people but I haven't dated a white guy. I'm not really attracted to them. But anyways, if that is what you feel then it wasn't mean of you to say that.
