ime not sure but i think you use the plastic wrap filter than stroke it in photoshop

Do you mean the layout? Or just the picture? The stars and that figure are probably just brushes. And then the scanlines are patterns. For the cloud picture just use the circle marquee and like make circles in many places, while holding down the shift key...something like that. That's how I would make clouds or maybe that could be a brush too...
