I think they started forming at like 11-ish-12. I believe they stop growing after you hit 18-19 years old.

9--10ish i don't quite remember but i have the biggest in my grade (going into 7th) and it kinda sucks cause im the only one with big boobs and everyones always talk about them hah and im also considered a slut cause i have boobs
