Hey does anyone wanna explain to me how to do the little sparkily stars on avatars i have PSP and photoshop ive tried doing it with the help of tutorial but it didnt work helpppp!!!

yu could download sparkly brushes then make them animated by addin diffrent frames in imageready thats waht i do

Look thru the Big Book Of Resources, and download a few brushes from the sites given there. =] Since you have PSP, you probaly have Animation Shop, where you can animate the brushes and make them sparkly =] It's not that hard. If you need any help, PM me!
