photo editing help, I need help tweaking a photo |

I'm not sure if this is the right forum for this, but I have a tiny problem. Normally I could easily fix this myself, but my psp9 stopped working on my computer for some reason.
I have this picture of my friend and I in Spain, and it's one of my favorite photos from the trip, but my swimsuit top started to ride up, and it's very noticable. I love this picture, but that one detail is a little embarassing. I tried to use online photo editors, but none of them are advanced to fix a detail like that. If anyone can fix it for me, or can give him help on how to fix it, that would be greatly appreciated.
