DIV layer, I'm sooo lost Options

I'm really sorry guys, I have noo idea how to make div layer. =(

Could you guys help me out by using this image??? I don't want the entry area to be boxed but it goes down. I think you'll get the idea by seeing the image.

I kinda have a basic idea of CSS like changing scroll bar colors, fonts, etc.. but I don't know how to do navigation and contents... like how to put div layer on those two part. Can anybody give me a code or tutorial on this? thank you so much!
