like the other one, they probably started out with a texture (possibly a scan) and aadded text and brushes to that. they cut out one picture of miley and adjusted it's size and rotated/flipped them individually and blended them together. it looks like the contrast was adjusted and set with a high pass filter and/ or possibly cross-processed.

I wouldn't suggest re-making these, because:
1. It's a really bad job, you could make it soo much better rather than copy it's badness 2. It's not friendly on the eyes, and is actually kinda painful, so i'd steer away from these, not many people enjoy these types 3. If you really want to do it, just mess with it, and make your own, if you like it cause of the vectors in the background, search for some, and if you need some just let me know, and i can give you some of mine that are off istock and such. hm lets see.
took model pic, resize, recolor etc, free transform & added some brushes & text & maybe a layout of the color they have w/overlay or softlight, something along the lines of that |

yeah i agree with most people posting here. do not try to recreate it, it is very pointless it looks so simple too. A few curve adjustments maybe to bring out some of the lighting even more kuz it looks like they used a curves adjument layer but yet over used it which blew up the contrast which is dumb. Then they added probably a few brushes in the background you can probably find similar ones at qbrushes. This design isnt very unique, I tend to see them alot. Be more original too.
