im wanting to make a div layout. but i was wondering what is a good size to have as the main layer so that the page doesn't scroll? and you can see it all without having to scroll

It's hard to tell because sizes vary according to different screen resolutions. I say start with the smallest, so 800 in width and 600 in height. Then, just center it by using the % method for the margins so it'll be centered in all screens.

^400 in height? Why not 550?

it's basically impossible to say for every computer; you still have to factor in browser margins. even someone with 800x600 resolution might have search bars, plugins, etc., which make the actual viewing area of the page shorter.

for the most part though, like decaydance said, 750x400 is probably okay.
