She looks over airbrushed and fake/plastic. Not a good retouch. Maybe you should use a different inspiration picture.
If you're seriously intent on creating the same look, which I frown upon, then make sure you're not blurring the entire image because you'll just blur the edges and details. Blur manually using the blur tool in combination with the smudge tool on the lowest hardness brush and you'll get a similar effect. You could also try Filter --> Blur --> Smart Blur or Surface Blur on Photoshop. When you're done the skin plasticizing, duplicate the layer, do a Gaussian Blur on the entire thing, then set the layer to "Soft Light", "Screen" or "Overlay according to your tastes. |

Well your inspiration looks like filter rape more than anything.
Really theres no one way it can be done. I use a combo of the smudge tool, blur tool, clone tool, and various filters (selective color, contrast, etc.) |

Don't really think there was much selective colouring, since if you apply a layer option of "Soft Light" or "Overlay", the colours naturally get a lot more saturated. If you use those layer options you probably won't even need to fool around with Brightness + Contrast.
