^ Honestly, IMO, that doesn't look grunge. Took much white. Grunge = dirty = blackness. Not that much white. =/

For the grunge look:

-Create a new layer above the face
- Set the colors (Foreground/Background) to default (Black/White)
- Filter >> Render >> Clouds
- Hit the layer to Multiply
- Erase the parts that shouldn't have the clouded look, lower the opacity.

Or you can use the Burn Tool directly on the face, but you have to be careful with this and not over do it. The Joker's face was really dirty in the movie. Especially around the mouth, lips, and jaw line.


Maybe a combination of the clouds and burning would make it, ah, grungier.

If you were going for scary/creepy looking, you did a successful job.

The real Joker has a sexy hot nurse thing going on. You should find your balance between creepy and sexy hot nurse.

I personally didn't think the eyebrows were the problem. It's the smile. You need more of a smirky thing going on.
