animation aside, it looks like she just blended, edited the colour of it (vintage-style and whatnot), and then added some textures.

http://www.createblog.com/tutorials/index.php?tag=blend <-- blending tuts, there are many different ways, so try whichever fits you best.
http://www.createblog.com/tutorials/index.php?tag=vintage <-- to help get a 'vintage' look to it, although, you definitely have to play around a lot and explore to get a colour like that.
and as for textures, you can probably google up some. like i sometimes google up stars, and use images like this, change the layer mode, and erase parts of it. deviantart also has many good textures for you to use. there are a lot of sites for textures.
the colorful thing in the middle can be easily done with the pen tool.
http://www.createblog.com/tutorials/tutorial.php?id=958 <-- helps you get started with it. pen tool is really handy and can do a lot once you get the hang of it.

oh, yeah, and this is all for photoshop.

mystline covered all the basics but heres a closer look.

I can break down some things for you.
this

can be achieved through
1.this CB tutorial.
2.Swirl effect my own tutorial but it shows how that swirl in that banner is made.

this font is air conditioner

this font is Amsterdam Graffiti

this grainy effect was done through the animation program the person used.

but this grainy effect (the white specks and lines) is a texture more commonly called dust you can find good ones from here just be sure to credit her
