Honestly, only the banner is good. Maybe if you did a different type of navigation. Changed the font a bit and added more of a background.

It's not very good. I'll keep my comments constructive.

Color: I understand why you've made it red, but that doesn't exactly make it a good thing. It's a bit violent, you know? You need something to break up the monotony, or maybe a darker/paler red, something not as bright as what you have now.

Banner: Not a big fan of the clip art style graphics there. There're plenty of American flag photos on the internet, pick a better one than that. Same applies to the Olympic rings.

Font: Too bland, especially the grey text over the Olympic rings. One thing you should try to avoid, as a designer, is using Arial. It sucks. There are other sans serif fonts (Tahoma, Century Gothic, others for download on sites like dafont) that you can use in your images, just be a little creative. Speaking of font, you need to make the body font a little bigger, or change it to something else, cuz the Arial is not hitting it at all.

I don't know, I didn't think it was that bad. shrug.gif I'm not a fan of how the banner doesn't have the same white glowy border as everything else, and I'm not sure adding the American flag was the best idea since I'm sure people from other countries would like an Olympic layout (I'm not unpatriotic, I'm just thinking about the visitors).

^that is true but i wanted to do an american one first. if people like it then i can work on doing other countries. but it all depends on how many people want them and which ones.

pretty much what everyone said
plus:

i dont think the red and orange go very well. i think the banner should be red and the background white.

i wanna emphasize on the american flag. you may make one of other countries, but you cant possibly make one of every country that participated in the olympics. and if your layout gains popularity, poeple might start request their country. its just a hassle
and the american flag is the only thing that makes it an american olympic layout. so, if you do other countries, you'd just change the flag. in other words, it wouldnt be very unique

do something creative with the rings. i guess kinda like this, but not really. i know this is a lot, but it would be cool if you could make each ring into a curled up dragon :D lol

also, the banner looks listed. flag, logo, rings.

and if you choose the keep the rings the way they are, then lower the text so that it overlaps only yellow and green.

I have to agree with Thomas. It does look a little too red.

i dont like the banner. it looks like you just made a list of what you want to put up there, then you copied and pasted it on in order. again, the red is way too much.
