animation help -_-, How do people make those anime icons that move?

okay... -_-" so it's really been bothering me >.< I really want to know how people makes those anime icons that are from like episodes you've watch and such... like they're gifs.

ex:http://i266.photobucket.com/albums/ii247/Saya10/Kakashi%20Hatake/NarutoShippudenTheme.gif

where do they get the frames from? how do they get the images?

You should be able to download a GIF Animator OR a screen capturing program (either as shareware or a free trial - Google time) that enables you to capture either a stream of animation or separate screen shots that you link together via the animator.

I did have a program that did this for me, I'll try to find it for you if you have any problems finding a suitable one.

alright do you have any programs you recommend?
I have photoshop/imageready by the way o.o

Easy GIF Animator is a good tool - but Imageready functions well to animate frames too.
