Bezier Curves in psp x2, Help needed |

i just started back using psp instead of photoshop because its easier
 well anyways i need help on how to create a bezier curve around a image Example: http://tinypic.com/view.php?pic=6hp9mx&s=3 the bezier curve is the white string wrapping around her. and i know i didnt do it right so how do you do it? |
