ok so i just found someone's random picture and i should know how to do this b.c its simple but i dont. so if someone could help me out thanks.
- it's the second picture where she's outlined in green.

You could use the pen tool and create a pathway - or delete the background using the magic wand tool and stroke the remaining image.

If youre using photoshop, and it's already rendered its easy. Hold Ctrl and click on the layer. I don't have it open atm so I can't be more specific sorry.
