Saying "I Love You"?

I know there's no real, exact answer to the question but it makes me wonder. How early/far into a relationship do you say "I love you" to the person you're with?

You always hear of people saying "Oh, it's only been a week, they're not in love." But who are they to judge what others feel?

the best advice i can give you is don't say i love you to anyone except your mother
