Im just starting out with all of this and I want to buy photoshop of some sort...
But Im not sure what ones will be best for what I need. I need Photo-editing software, as well as layout and web design. And I dont want to spend too much.. Whats the difference between photoshop elements and CS...  Please help. |

Photoshop Elements is targeted at editing images only, not for designing layout and web design. Photoshop CS is.
Also moved to Designer's Cafe. |

Thanks. :) CS is the expensive one though...
I dont really want to spend much more than $300. Will elements work for layout and web design? or is there another program that is similar? |

Of course Elements will work. It's just a much more condensed version. If all you need are the basics, then Elements will be suitable enough. But if you are willing to go beyond and advanced, then consider investing in the full program. GIMP is actually a free photo editing software, if you haven't heard of that, btw, and is very close to Photoshop.
For layout and web design software, you can do it from scratch if you'd like (on Notepad) or you can use programs like Dreamweaver CS3, etc. |

^ I agree.
If this is just something that you're getting into, start out a little more simple. You probably don't need some expensive fancy program. There's lots of free and cheaper programs out there, esspeically if this isn't something that needs to be professional. You can find Photoshop on the internet, but I'm sure you already knew that. So if you don't want to pay you can search. |

I think you should start out by using trial programs, like Paint Shop Pro. Since Paint Shop Pro is a lot like Photoshop, it's easier to understand the basic concepts before you move on to the big picture. :) But you should definitely buy Photoshop- it's worth every penny. Yay!

I would start of with GIMP, just so you don't waste a bunch of money on something you might not like, or something along those lines. (GIMP is free.) Then, after that, if you want to keep going with it, definitely buying some sort of Photoshop will help you out.
