Hmm i don't have photo shop, or use it, but i would guess just to brighten the picture a wee bit, then take a gradient and make it a little transparent

There's several ways to do this - as listed above.

You could also create a new layer above the original, fill it with blue hues and then set the layer type to 'colour'.

also check out swimchick.net there's some helpful tutorials there, too. And you can always check the Big Book of Resources for tutorial sites(right?)

Best bet is to get that photo and take acouple different colors and use different filters.
