Spiral Background Pattern? |

I've asked the makers of the pictures, and searched Google, but can not find anything on this.
Does anyone know how to make a background that's kind of like a spiral background pattern? I'm trying to make this on Paint Shop Pro 8. If anyone has info, please let me know. Those are not spirals. Those are called "rays."

Okay, I new that spirals wasn't exactly the right word for it but I couldn't think of what to call it.
How would I be able to make my own 'rays'? |
