Well, the way the FCC runs things is pretty messed up. I don't think they intended cencorship to be explained or made sense of. They just want to slap rules on us all and confuse us by saying we can get away with saying some words, but we can't get away with saying others.

The FCC is no where near this matter. It's set up in the Admin CP that certain words should be censored. The Admin inserts the word and then puts what they want to put in it's place if someone types is.

They put in asshole and for the censored version, they put a-hole.
