If its 'sometimes', then you can't believe in the quote. The quote says "must come down".

Besides that, if that is true, wouldn't the opposite be true? Does that mean that what goes down must come up?

Gravity and stocks and moods are all completely different, and karma is a nonexistent ideal created to desensitize believers to tragic events. You can't sum up a pattern of life with one sentence, because there are many different patterns completely unrelated to each other. Life outside of your control is completely random and unpredictable, and because of that, I believe that the quote doesn't have an ounce of truth in it.
