Click on you're paint bucket, and on the options, make sure it's on pattern (not foreground color, i believe). Then choose the pattern, that you want and put it on the image.

That's just the lines from the selection tool. Somebody took a screenshot of it. Either select the whole image with the magic wand and take a screenshot or do the lines by hand.

That is just one way to do it. The pattern making is another way.

Personally i think using the selection tool is easier.

If you are good with Photoshop like you claimed, then select the whole image with rectangular marquee and take a screenshot. The dotted line effect will show.
