What do you mean where can you find letters/fonts? Are you asking where to find those niftier fonts?

As for the effect, you have to learn them for yourself through tutorials.

Use the text tool (it's a letter T) to type stuff. Typing text creates a new layer, which you can add tons of effects to such as drop shadows, glow, stroke, gradients etc.
