http://www.adobe.com/ has a few trial versions that only last for a short period of time. If you're looking for a licensed version (after the trial) then you can buy one off of the website or at a store.

If you don't have the money for Photoshop try Gimp a free graphic program

It's pretty hard to find it free - it's an expensive program. Best bet is to just buy it yourself, or if you're lucky enough, find someone who you know has it and is willing to give it to you on CD.
